It’s illegal because they were looking at a way to get back at the Mexicans (eg, Mexican were “stealing” their jobs) – and a lot of Mexicans smoked this. Hey look, they’re doing it again… more things change, more they stay the same.
.. It’s barely any worse than tobacco, and less bad than alcohol, so I have no idea why it’s illegal otherwise.
